Hello from CNN. I'm Joe Beck, with the five things you need to know for Tuesday, January 28th. From 5pm Eastern

time today, the White House Budget Office is ordering a pause on all federal grants and loans.

That's according to an internal memo, and it could potentially impact trillions in government

spending while halting public programs that affect millions of Americans.

The memo says assistance given directly to individuals won't be affected, and neither will Social Security

or Medicare.

We asked CNN's Elena Treene what this pause could mean.

Joe, it's hard to overstate just how sweeping the scale and scope of this order is, and it marks the latest move by the Trump administration to exert control over federal funding, even that which has already been allocated by Congress.

Now, you mentioned that this pause does not affect Social Security or Medicare benefits, nor does it impact assistance given directly to individuals.

However, other federal payouts are now in jeopardy, including grants and loans issued to research

bodies, charities, universities, and community projects.

Now, a key question is whether or not this is an authority that Donald Trump has.

That is something we heard Chuck Schumer address yesterday in a statement saying that these

investments are not optional. they are the law.
