Good morning, everyone. I'm Playbook Deputy Editor Zach Stanton. It's Monday, February 3rd,

and what's driving the day is the deluge of aggressive actions from the Trump administration

as it seeks to dramatically alter America's role in the world. First off, there are major

question marks here in Washington about USAID's future

as the Trump administration cracks down on foreign aid. Over the weekend, USAID's website went offline

amid reports that President Donald Trump plans to dramatically shrink the agency and perhaps

folded into the State Department, moves that Democrats warn would be illegal without congressional

sign-off. There are also reports of senior USAID officials losing access to their email,

and that other email accounts are being surveilled. And some of Trump's closest allies are

encouraging USAID to be disbanded altogether. Elon Musk, for instance, has in recent days characterized

the International

Development Agency as criminal, and wrote that it's time for the agency, quote, to die, unquote.

Meanwhile, in a trip to Panama, Secretary of State Marco Rubio warned the country's leaders that in the

opinion of the Trump administration, due to Chinese influence the Latin American nation,

may be in violation of the treaty

that keeps the Panama Canal neutral. Now, Panamanian President Jose Raul Molino said that his

conversation with Rubio was respectful and that there's no real threat of U.S. officials retaking the

canal. But the State Department countered by saying that without changes, the U.S. would be justified in,

quote, taking measures necessary to protect its rights under the treaty, end quote.

But far and away, the biggest thing driving the day today relates to our neighbors immediately

up north and immediately down south. On Saturday, Trump set into motion a 25% tariff on imports from Canada and Mexico, and a 10% tariff on energy products from Canada.
