What you're about to see is a speech I made to a congressional candidate training program

in May of 1992.

This speech is an effort to outline the necessary revolution to replace the welfare state,

to create the basic principles of active citizen leadership in a way that candidates can

use to develop a real partnership with the people of their district and with all of the

American people so that both here in Washington and back home, we can be effective in making

the kind of changes that will let us create jobs, provide safety from crime and drugs,

reform, education and health so that together we can give our children and grandchildren

the kind of future they deserve and America that is free, prosperous and safe.

It is our effort to outline what we think, the key values and the key principles of the

1992 campaign are all about and to explain a way in which you as a candidate and your

campaign can be effective in reaching out to the American people so that together in

a partnership we really can work not just through the election but for the first 90 days

of 1993 to truly pass the kind of legislation that will allow us to change America.
