South Dakota debates cutting back on spring non-resident turkey licenses or hunting opportunity.

The Black Hill Zone has been a hot spot for the traveling turkey hunter and residents say the pressure is too much.

States like Colorado and Wyoming that have long been high on non-resident opportunity

are starting to respond to an increasing resident hunter request for fish and game agencies to provide for quality hunting opportunity, not just opportunity.

Non residents accounted for 69% of the turkey harvest in the Black Hills last spring.

There were also 346 fewer in-state resident licensed holders in the Black Hills than non-residents.

Non-residents purchased 3,170 of the unlimited licenses.

Among others, the Black Hill Sportsman's Club and the South Dakota Wildlife Federation petitioned

the state to use their standard method of tag allocation, which is a cap of 22% of available

tags made available or set aside for non-residents, which would have created a cap of less than 700 tags for non-residents.

Although that was the want, the Commission voted 7-1 in favor of establishing a non-resident

license cap at 2,225.

As they say, it's not a compromise unless everyone is unhappy, but I see this as a win for

residents as the region has a lot of access, turkeys and until now didn't have a tag cap of any kind for non-residents.

South Dakota residents will have to see what the turkey season brings next season and

be sure to send your comments into South Dakota Game Fish and Parks, and let

them know about your experience, as well as the Black Hills Sportsman's Club and the South

Dakota Wildlife Federation.
