When President Obama withdrew combat troops from Iraq, he was keeping a campaign promise,

leaving just 3,500 soldiers behind. Now he's sending another 450 to train Iraqis

against the occupying forces of ISIS, the so-called Islamic State. Some critics warn against

sliding into another war the U.S. can't win.

Others contend it's too little too late when a real offensive is needed. There's a vast range of

contradictory options as another presidential campaign makes consensus a distant dream.
