The essential argument we're making is that there is a mismatch between the threats

we confront and the amount of money we're spending on the Department of Defense. Strategy is

essentially, as you know, the coordination of ends and means. So when you say that there's a mismatch

between threats to our interests and the means we're allocating to address those threats,
