And this was the time, those of us of a certain age will remember,

it was the Poltacks riots in London, as more than 200,000 people protested in the week

before the official introduction of the community charge. So did you get the month and year?

It was March 1990.

Our story today begins in Swansea, Wales's second largest city, around 40 miles west of Cardiff and about 180 miles west of London.
