Summary

On April 9th, 2006, a memorial service was held at the entrance of Del Rey Beach on the Oregon coast. During that somber ceremony, there was an offer of comfort and closure for the families of Elena Jacobs, Teresa Kruse, and Doreen Raterman. Three crosses stood in the parking lot, instead of three young women. Over the next two episodes, I’ll be sharing the unsolved case of the double murder of Elena and Teresa, and the sort-of solved case of Doreen Raterman. 1:01.6	Tong Point Job Corps Center in Astoria, Oregon. Those women were from Alaska. Astoria is a long
1:08.5	way from home, but in the 1970s, there was a big push to have Alaskan natives participate in Job Corps.
1:15.4	An extensive article in the Anchorage Times in 1976 discussed how the goal of Job Corps was to turn tax burdens into taxpayers.

1:26.9	According to the Department of Labor, which oversees the program,
1:30.1	Job Corps is a nationwide career training program.
1:33.6	Eligible participants are between 16 and 24 years old.
1:37.2	The purpose of the training is to help those enrolled finish their high school education,
1:41.8	train for careers, and provide assistance with finding a job.
1:45.9	Since 1964, the program has helped over 2 million people. Part of the cost of running the program
1:52.0	is that students are provided access to room and board while receiving career-specific training.
1:57.8	Other costs can include transportation, transitional support, child care, and more.
2:03.3	The goal presented by Job Corps is that they provide the skills and training necessary to persons
2:07.9	that they feel may slip through the cracks of opportunity, allowing them to receive a higher
2:12.6	education, better paying jobs, or they can continue to support the government and join the military.
