Summary

At this moment, we are mere hours away from a government shutdown. How did we get here? Well, just take a look at House Republicans: After Speaker Mike Johnson’s initial spending deal was scuttled amid opposition from President-elect Donald Trump, the replacement deal — this one backed by Trump — fell short of the votes it needed amid 38 GOP defections. With time running out, what options remain? Who’s in for the lion’s share of the blame? And who are the key players to watch today? Playbook deputy editor Zack Stanton and Playbook editor Mike DeBonis talk through it all.

Good morning, everyone. I'm Playbook Deputy Editor Zach Stanton. It is Friday, December 20th,

0:11.4

and here's what's driving the day. Right now, the U.S. is teetering on the brink of a government

0:16.0

shutdown after the collapse of Speaker Mike Johnson's spending plan yesterday in the Republican-controlled

0:21.6

house. That, despite President-elect Donald Trump's loud advocacy for it, despite Elon Musk's

0:28.0

megaphone in support of it, and despite the likelihood that members of Congress will face

0:32.3

0:36.5

and service members

0:37.9

have to go without pay over the holidays.

It's a lot to unpack, and joining me now to do just that is Playbook editor Mike De Bonas.

0:46.1

Good morning, Mike.

0:55.2

talking in Playbooks group chat about how this looked like Trump was on the verge of sort of a

1:00.7

major political victory here. And in a matter of hours, it all sort of frayed and came apart.

1:07.4

What happened? I think there was just a fundamental misapprehension at play, which is that

1:11.8

if Donald Trump wants it to be so, that every Republican in the party will jump and make it so.

1:18.0

We found out last night that that just isn't necessarily the case. Mike Johnson, Speaker of the

1:23.3

House, puts this bill on the floor. Donald Trump endorses it in this very sort of firm message saying

1:30.6

this is a great bill. Everyone should get behind it. And yet, 38 Republicans decided that it wasn't good

1:36.2

enough. They had big problems with it. They voted against Donald Trump. They voted against Mike Johnson.
