We could focus on a few high-value or high-interest individuals.

We can do more if we're doing it in conjunction with allies,

as we do in many parts of the world,

those certainly not the telemands I've gassed in.

But I think this is much more likely to be a one-off.

And in my view, there's been some confusion when people talk about leadership targeting,

where people tend to focus on the killing bin Laden or Zawahari or Baghdaddi or the very highest levels.

And I think a lot of the success comes when we go on farther down the food chain.
