1:11.0 | And this inability to enforce the small laws is what's really getting into trouble because |
1:16.5 | much like the broken windows policy that Giuliani and was a bill back, Britain, Bretton, |
1:26.2 | did in New York where, hey, if there are broken windows or people urinating |
1:29.5 | on the streets, it's clear that this is a lawless zone. What we're seeing now is that these |
1:34.5 | low-level, relatively minor crimes are not being punished at all. And what that says to me is, |
1:41.8 | is that your encounter with law enforcement as a lawbreaker |
1:45.1 | and your encounter with the legal justice system shows you that you can do whatever the |
