We have great conversation in the FBI and prosecutors.

We make recommendations. We argue back and forth.

What I decided to do was offer transparency to the American people

about the wise of that.

What I was going to do, because I thought that was very, very important

for their confidence in the system of justice.

And within that, they're confidence in the FBI.

And I was very concerned if I didn't show that transparency,

that in that lack of transparency, people would say,

what's going on here? Something seems squirrely here.

So I said, I will do something unprecedented,

because I think this is an unprecedented situation.

Now, the next director who is criminally investigating

one of the two candidates for president may find him or herself bound by my precedent.

Okay, so if that happens in the next hundred years,
