They offered to release them in return for a meeting with the region's governor.

But when he failed to turn up, they said the prisoners of war would be handed over to Ukraine.

The head of the Wagner mercenaries, meanwhile, has stepped up his criticism of Russia's military leaders over their failure to defend Belgorod.
