I'm Katie Balls and I'm joined by James Forsyfe and Fraser Nelson.

Now this week, we had a cabinet reshuffle and one of the top lines from it is the fact that Michael Gove has been charged to

being used to beef up the levelling up agenda.

Fraser, part of the issue with this, which Boris Johnson does see as a key plank of his

election message, of what he hopes to be his domestic reform, is no one is quite sure what

it means.

Do you think Michael Gove can fix this?

I think he can fix it.

One of the things Michael Gove is very good at is coming up with theses.

He's a journalist in the same way that Boris Johnson is a journalist.

The slightly strange thing is that Boris has failed to answer his own essay question.

What does leveling up mean?

He's tried to do it a couple of months ago in his speech where it was widely mocked because it was meaningless.

Now, I can only imagine that Boris

likes the strategic ambiguity. He quite likes not being pinned down to something. He probably

quite likes the fact that people assume leveling up sounds good, but nobody quite knows what it

means. He does have a bit of a track record in liking or being drawn to slightly undefinable goals.

When it comes to specific goals like manifesto pledges not to break taxes, he tends to break

them. But I think Michael Gove has got a far better chance at turning, leveling up from a soundbite

into an agenda.
