In January of 1766, an American sailor named Peter Bowles

walked out of the customs office in New Haven, Connecticut.

That year was the 130th anniversary of the founding of the colony.

But Peter Bowles probably wasn't concerned with milestones like that.

He was concerned more with tangible prospects.

The customs office was offering a reward to anyone who reported merchants

for smuggling goods into the country.

That was importing foreign goods like sugar and molasses

without paying the proper duties.

Bowles strode into the office to report his own boss for smuggling,

but no one was there.

He would have to file the report some other time.
