the mail in particular picks up on this, are actually describing the threat of benefit cuts to force unemployed people into any job after just four weeks of claiming.

They're actually describing it as red meat.

Now I mentioned to you, I think, last week, that red meat is a figure of speech designed to describe something

bloody that is thrown to rabid dogs to keep them busy so that they won't attack you.

That's at least what I understand the figure of speech to be. That's how I've always used it.

It's not what you would call sustaining. It is distracting. Red meat is used to keep angry animals busy when they would otherwise be turning
