President Donald Trump is suggesting that not all federal workers will get back pay once the government shutdown ends.

The Democrats have put a lot of people in great risk and jeopardy, but it really depends on who you're talking about.

But for the most part, we're going to take care of our people. There are some people that really don't deserve to be taken care of, and we'll take care of them in a different way. Trump didn't elaborate on who would or wouldn't get paid, but a draft White House memo suggested furloughed federal employees don't need to be paid for time they didn't work during the shutdown.

That's a new interpretation of the law that Congress passed during Trump's first term,

guaranteeing back pay.

The White House memo contends that law has either been misinterpreted or, quote, deficient.

Speaking to reporters from the Oval Office today, Trump also said he'll announce soon which programs he intends to cut permanently during the shutdown, which he says is helping him

downsize the federal government. Meanwhile, there's a growing number of air traffic control

facilities experiencing staffing shortages today. And the Transportation Department is seeing

an uptick in controllers calling out sick. They're considered essential workers, so they have to work during the shutdown and aren't

being paid.

Texas National Guard troops are now in Illinois outside Chicago after being mobilized by

President Trump.

That's what a law enforcement source familiar with the deployment tells CNN.

Some soldiers are getting crowd control and legal training and are not expected to start operations

right away.

The state of Illinois and city of Chicago filed a lawsuit against the Trump administration
