So, first question, first answer, is yes, there were indeed Roman generals who were

multilingual, generally speaking, only Latin and Greek.

And I don't know of any others who would have used other languages,

possibly a word or two, but generally speaking, the answer to the question is that if you're

enrolling in the Roman military system, you're going to be commanded by men, even if they are of your race, they're going to be fluent to a certain extent in Latin.
