| 2:09.2 | future requires. And by that, I mean, we have a acquisition program and process in the United States that is so outdated, |
| 2:21.4 | bureaucratic, and slow, and bloated that it is giving the advantage to our rivals. |
| 2:29.5 | Usually, you think of communistic programs that are very slow, methodical, they cannot deliver things on time. |
| 2:37.9 | And that has changed here in the 21st century. |
| 2:40.0 | It's changing at a rapid pace right now that one of the things we need to focus on is what Secretary of War Hegeseth is saying as far as rapidly delivering high-tech advanced |
