Summary

Washington delivers two annual addresses to Congress in late 1790 and again in late 1791, setting out his key priorities for the coming year. Around the time of the 1791 address. Thomas Jefferson helps to found a new newspaper that will challenge the administration, and counterbalance a pro-administration newspaper backed by Alexander Hamilton. Washington also reluctantly tries out cabinet meetings after getting over a fear that they will be seen as too monarchical. We left off last week, George Washington had returned to Philadelphia in July 1791,

following his grand tour of the southern states. The summer in Philadelphia was

itself relatively uneventful. The first Congress had officially ended on March 3, 1791. Now, the second

Congress could have begun meeting the next day, but they didn't feel the need to do so. In fact,

not all the states had even completed their elections for that Congress.

Instead, Congress declared that it would be adjourned until October.

When the second Congress returned, Washington felt that it was time to give his third annual

address to Congress.

I have to admit here, I did not actually cover Washington's second annual address, which he gave in December of 1790.
