drowned father and his daughter difficult to look at are making headlines around

the world. Oscar Alberto Martinez and his 23-month-old daughter Valeria lie face down in the murky waters of

the Rio Grande River among the reeds and the discarded beer bottles. Their heads are wrapped in a

black t-shirt and her tiny arm is draped around his neck. It is shocking evidence

of the dangerous journey that migrants take to the United States.

With the nation's moral conscience now in the global spotlight, the House of Representatives

has approved $4.5 billion of humanitarian aid to help stem the emergency. The Senate is

considering a rival bill with fewer restrictions on how border agencies can spend the

money and President Trump has threatened to veto the House bill and he says he strongly opposes the legislation.

I'm not happy with it because there's no money for protection.

facility housing children where there's a lack of food, water and
