And it's a very interesting question.

It goes way back to sort of the ethics of emergencies.

I wrote an article like almost 20 years ago about the issue, oh, if you, if you, if you care so much about

property rights, then if someone is hanging off a flagpole, they fell off a roof, they're hanging
