Tom Quiggin is a former military intelligence officer. And Canadian. And host of the Quiggen Report Podcast about "counter-terrorism in the age of identity politics." (i.e. how can you talk about a threat if you'll be call politically incorrect or worse racist if the threat itself happens to pertain to a certain culture?) I don't know the answer.
