launched a PR offensive to assure the public that just because our new way forward meant

returning triple levels to where they were in December of 2005, this plan had a twist.

They're a whole series of things that we are doing different. The new strategy that will yield different results.

They will succeed rather than fail.

Six seed rather than fail sounds counterintuitive. But here's why this might work. The old plan

asked an awful lot from the Iraqis. Our policy is stand up, stand down. Is Iraqis stand up?
