Peter will begin with that Satan 2 missile Russia's strategic weapons are they adequately upgraded do we have a sense of them?

Thank you John yes the Russia announced 20 years ago that they were going to have a plan to completely modernize their entire nuclear deterrent and they have their according to Mr. Putin's own words and according to our strategic command or commander out in a stratcom in Omaha they're 90% done of what they have some of their stuff like some of the old submarines are being sustained but they have new submarines

their ICBMs are almost all in the process of our completed being upgraded as well as their sea launched ballistic missiles they're building they're upgraded their bombers so according to our own test of own military people

they have they're 90% done their modernization now they don't stop when they're done they just start again.

All right let's move to China what do we know about China's strategic arsenal of nuclear-tipped missiles very interesting sectority Air Force Kendall testified on the hill yesterday and he said the build up of the Chinese nuclear forces is the scariest thing he has seen in his lifetime

and what the Chinese have done is the rumor is that they are building a fourth ICBM field they have 360 new silos on top of about 100 missiles on railroad cards they're building six submarines new submarines each of which will carry ballistic missiles

and if every single one of their missiles only carries one warhead John they'd have 500 warheads but the DF 41 and the DF 31 can carry respectively anywhere from up to 10 or up to three warheads and if you just take an average let's say five then you're talking about China having over 2000 warheads by the end of this decade

so they started later than the Russians but their acceleration has been faster than the Russians in terms of the speed with which they're building.

Gordon you have a question for Peter. Peter the new start treaty the only two parties are the Russian Federation in the United States of America is that China is not a party to it.

Do you think that and there's parity between Russia and the US and under new start do you think that Russia and China would actually coordinate their nuclear forces thereby giving the other side a big advantage in numbers.

Oh absolutely I think they they have in the Arctic they had them in the South China Sea they have in the Sea of Japan where they've done joint military exercises that's what Admiral Richard who just retired from Strat com said

we've never faced it where we have two peer competitors or antagonists both of whom are nuclear armed we've never we haven't had that.

China was nuclear armed but they were much much weaker on the US but China's building up its Navy is building up its Air Force it's building up its entire strategic capability so Gordon we're stuck with facing simultaneously to at least by the end of this decade very heavily armed nuclear powers.

Both of which are antagonistic to everything we stand for and have basically sat down and said we're partners.

Everybody says there's no formal alliance but how do you know what they've talked about behind closed doors in terms of what they would cooperate with.

Okay so I mean everything I've seen you know Dr. Stephen Blank and I have written on joint you China and Russia military capabilities and we started we wrote this about five years ago that this is what they're up to.

And now you see China trying to get a military base in the Persian Gulf they have one on the Horn of Africa they're looking to do one on the Atlantic Ocean and you have the Iranian Navy docking in Brazil and worship so we're facing a very concerted effort by Russia and China to basically grab various parts of the geography around the world in order to put leverage and coercion on us and nuclear weapons are a key part of that.
