Well from one point of course course, there is a possibility. First, previously, Russia was using the North Korean forces.

Better to say not Russia, but Soviet Union.

For example, during the period of Soviet Union, there was an agreement between North Korea

and Soviet Union for some labor force that could be used in the industry in the Far East.

There was lack of workforce in that region of Russia, so North Korean workers were the solution for this problem.

After that, there was a period when the economy of North Korea was not doing really good.
