My colleague and Peter and I enjoy philosophizing about Peter's column.

I think that that's the least of the matter.

But I want to apply their thinking, Peter, to two institutions that are not theoretical or thematic, but they have GPSs.

One is New York City, Manhattan, and the other is Los Angeles.

I'll say quickly about Manhattan.

My daughter's afraid of the subway because of events.

Now, there are a lot of statistics, but the events, when you're a 32-year-old successful professional and you're afraid of riding on the subway, it doesn't matter what the statistics say.

The other is Los Angeles, which is the catastrophe scale we don't even know.

Now, those cities need help.

How would their recommendations help them right away?

Would it help them?

Well, regime change obviously has nothing to do with addressing the urgent demands of the moment,

crime in New York City and the catastrophic fires of Los Angeles.

For these, I think we need to be well-grounded in our principles, but we also need to be well-grounded in common sense.

Take New York. The first obligation of government is to protect the security of the citizens who live under it.

Anything that gets in that way, it seems to me, other than other fundamental rights that governments are obliged to protect is a big problem.

And it seems to me in New York, the mayor and previous mayors have allowed other considerations
