of the Non-Proliferation Policy Education Center. We've established that the U.S. government

from the government, from outside the government, from military memory as well, about recommendations.

The first place to go, of course, would be the House and the Senate, which I understand

would be the ideal solution. However, Henry, is Congress an option here or are we just

mentioning Congress because it has the money and we go to a board that can be put together.

I believe it's called the PDIB. So what is your opinion of what needs to be done next?

Well, the executive is actually in fairness, sees with the need to revise an executive order that

was probably getting under President Obama dealing with classification policy. And at the Biden

administration, I am confident we'll start issuing portions over all of an executive order

starting this year. However, it's not probably a complete thought to think that the problem set

that we described, even when it's laid out as to what it is and how it might be remedy, can be

effectively policed by the police. In other words, you're asking the executive to change its stripes

practices that's engaged in for decades. That may not be so easy to do very quickly. Unless

you have a separate branch of government encouraging them and that separate branch naturally

would be Congress because they pay people's salaries and if they say, excuse me, you're coming

up here and you want us to open our wallets, the American public's wallet, to give you money

because you claim you're going to innovate and collaborate with allies and private firms and

do miracles with their programs. And yet, you're operating in the case of the US Army, for example,

400 classification guidebooks. And they have, I think, the whole government now has about 2,000
