Summary

This week evidence was presented by former London Fire Brigade Commissioner Dany Cotton, who previously told the Inquiry that the LFB could not have prepared for a fire like Grenfell Tower. This time, she conceded that in the years leading up to the fire, the LFB failed to take on board national guidance that warned how combustible cladding could lead to rapid fire spread, as it did at Grenfell. Evidence was also provided by another former LFB Commissioner, Ron Dobson. We heard how LFB Incident Commander training fell short of commitments they made in light of the 2009 Lakanal House fire. David Brown, former LFB Director of Operations, continued his evidence from last week covering the training of Control Room staff.

Hello and welcome to the Grenfell Tower Inquiry podcast with me, Kate Lamble.

0:09.6

It was a big week for the inquiry as two former heads of the London Fire Brigade gave evidence.

0:14.4

That includes Danny Cotton who ran the brigade at the time of the Grenfell Tower fire.

0:18.9

Danny Cotton gave evidence to the inquiry back in 2018,

0:21.9

which you can hear in episode 65 of this podcast.

0:25.0

And at the time, her evidence was controversial

0:27.2

with many of the brief survivors and residents

0:29.5

for a couple of reasons.

0:31.4

Firstly, she said that she wouldn't have changed anything

0:33.9

about the way the brigade responded to the fire at Grenfell Tower.

0:38.3

She also said that it wouldn't have been reasonable for the London Fire Brigade to have expected and prepared

0:42.5

to fight a fire like that seen on the 14th of June 2017. In the same manner that I wouldn't

0:48.6

develop a training package for a space shuttle to land on the shard. That is an instant of that scale. So I wouldn't expect

0:55.6

us to be developing training or response to something that simply shouldn't happen. This time

1:00.9

there was a different story. Danny Cotton accepted that three years before Grenfell, national

1:05.8

guidance forewarned of the fire risks posed by external cladding. She accepted that by failing to issue any form

1:12.1

of policy or training that covered cladding, the brigade failed to follow this national guidance,

1:17.6

and that as a result, the LFB was at fault in failing its health and safety responsibilities

1:22.4

to both fire crews and the public. Let's look at all of this in more detail then.

1:28.1

We'll start by focusing on what information the LFB had available in the years before Grenfell

1:32.8

to warn them about the risks posed by cladding in insulation materials and how fires could

1:37.8

spread beyond the flat where they started.
