Hello and welcome to the Grenfell Tower Inquiry podcast with me, Kate Lambal.

This week I'm going to start with a question from a listener, Julian Hill.

I thought I had a grasp of the respective roles and responsibilities of RBKC versus the TMO.

He watched the evidence we're about to hear, and he added,

I'm now baffled as to who was responsible for what.

It was a council building, so they were responsible for it,

but weren't responsible for it at the same time.

I haven't a clue as to who was supposed to be doing what now.

I'm starting with Julian's question, because it really gets to the heart of what this

week's evidence was all about.

Which responsibilities sat with Grenfell Tower's owner and landlord, the Royal Borough of

Kensington and Chelsea, and which sat with the arm's length

management organisation set up to run the building on the council's behalf, the TMO.

I'm going to try and lay it out as clearly as I can as we go through the evidence, but I have

to warn you, there was clearly some confusion.

The headlines from this week then,

the Council did not collect data on how the tenant management organisation performed

in terms of fire safety.

RBCC's Director of Housing said she

didn't implement some of the recommendations

which came out of an inquest into another high-rise fire.

And there were reports the company responsible for repairs on TMO properties
