In the first two weeks, the new administration has taken a perfectly normal course of action, such as new appointments, new executive orders, and executed it very quickly. However, they have combined this expected action with an unprecedented level of cost-cutting. Billions of dollars of grants, contracts, programs, and other spending have already been canceled, leaving entrenched bureaucrats scrambling to find an effective response.
