For those who don't yet know,

noisy person cards uses a familiar card matching mechanic

found in games like apples to apples and cards against humanity. A judge will present the table with a character. like for Fries cards, cards containing pithy fantasy-themed one-liners.

Like, if my job were easy, this place would not literally be made out of bones.

Players take turns trying to read those cards aloud in the voice of the character.

It's a simple setup meant to give shy players a chance to step outside their comfort zone
