Grenfell Tower is a residential high-rise block of flats built in 1974.

It is located in the Lancaster West Estate in North Kensington, West 11. In the early

hours of Wednesday the 14th of June 2017, a fire broke out within the kitchen of flat 16 on the

fourth floor of Grenfell Tower. The fire soon broke out of the flat and took hold in the exterior

cladding on the building, through which it spread rapidly upwards, around and back into the

building. Within a matter of hours, the majority of the tower was substantially destroyed by fire, with the tragic

loss of 71 lives on that night. This is Richard Millett QC. He is lead counsel to the inquiry.

In essence, he is Sir Martin Moore Bick's right-hand man, who's going to be asking questions of all the witnesses

as the days and weeks go on. He's the voice we're going to hear most throughout this process.

Today was all about laying out the facts. The inquiry moved from the hotel in Kensington,

where memorials were heard, to Holborn bars where the evidential hearings are taking place.

This is phase one of the inquiry. It's due to run until November.

And this part will look at the events of the night of the fire.

Although my opening statement will be concerned with much technical and other expert evidence,

the fundamental question which lies at the heart of our work is how, in London,

in 2017, a domestic fire developed so quickly and so catastrophically that an entire high-rise
