Certain and contingent are not necessarily mutually exclusive and in both of these cases for both human beings and angels, God gave them free will and therefore it was contingent that they would fall, they were not programmed to use their free will to fall, because if they had been programmed to do so it wouldn't have been free will, it would be programmed will.

However, God has four knowledge of the future, so as soon as you know, in the moment he created humans and angels, he knew how they would misuse their free will.
