And we begin with a bah humbug of a Halloween law.

The city of Chesapeake in Virginia has a rule on the books that allows fines for

teenage trick-or-treaters.

High schoolers who dress up and hit the streets in search of candy

face a class 4 misdemeanor charge punishable by a $250

ticket. The law's been in effect for decades and is meant to cut down on some of the

holidays more mischievous activities like pumpkin smashing.

City leaders don't particularly care for the attention they're getting from the media,

insist it's to prevent problems, and maintain that so far no one has been charged.

For the most part they say the biggest problem a teenager out with a younger sibling will have is who gets to keep the sneakers.

Mother Nature hit the state of California with a double whammy over the weekend.

A historic wind event teamed up with a raging wildfire to chase more than 180,000 residents from their homes north of

San Francisco.

Yesterday in the fire zone, sustained winds topped Hurricane Force with one gust clocking in at 102 miles per hour.

And there's so much smoke and ash in the air that some weather gauges are mistakenly reading it as rain.

The state's largest utility company cut power to more than 2 million people,

hoping to keep its equipment from making a bad situation worse.

Most who lost power yesterday are still in the dark this morning. The

winds are expected to die down today but ramp back up again tomorrow night.
