testifying most recently for the House Foreign Affairs Subcommittee on Europe, on cyber.

This is about reauthorization of a concept that is now a fact on the ground in

Washington, people, data, big organizations, about fending off the U.S. being under attack by

adversaries and the unknown. The title of the testimony and Annie's participation in it is both a video and a document

is shaping the future of cyber diplomacy.

You speak diplomatically.

Annie, I'm not going to speak diplomatically. This is about

China attacking, and you testified daily. You add in Moscow, Pyongyang, and Tehran, but daily.

It looks like a couple different things.

My biggest concern is what we've seen out of China, a campaign that is known as

Volt Typhoon.

The name is less important than what they were doing, which was pre-positioning assets,

capabilities, cyber capabilities within U.S. infrastructure.

So they were discovered before anything occurred, before any disruption occurred.

But the assessment by U.S. intelligence officials and by the operators of the critical

infrastructure is if Beijing had wanted to,
