feeling with garbage, got infested with rats, and became a place where bad things happened.

But her story turned into a different kind of dream when she saw a neighbor, Jose Lugo, starting to clear the lot.

She told me that my eyes lit up like a Christmas tree, and she said, what are you doing?

And he says, I'm trying to clear the trash to plant a community garden.
