The states claim the federal governments illegally limiting how much money some students can borrow.

The limits apply to several health care programs, including ones for physical therapists,

nurse practitioners, and physicians assistants.

Education Secretary Linda McMahon has defended the borrowing limits,

saying they're intended to force colleges to lower their tuition costs.
