The House Rules Committee prepares the reconciliation bill and any bill, for that matter,

for the House floor. And the House Rules Committee started at 1 o'clock in the morning,

and they are as of 515, when I'm recording this a little bit later than usual, they are hearing testimony from the second panel of committee chairs.

The first panel was oversight, budget, armed services, and financial services.
