So last night came the first real test of whether Mayor Mumdani can actually freeze the rent.

The rent guidelines board, the body that sets rents

for roughly a million stabilized apartments, held its preliminary vote, and a two-year freeze

is genuinely on the table. The board voted to consider a range of zero to two percent on one-year
