A lot of states are designing programs that give parental choice to a lot of families

as to how to spend tax dollars on their own kids' individual needs,

educational needs. But there are some bumps along the way, and this is a growing issue. It's been in

the works for decades, but it's just now starting to kind of bloom, if you will. But more is to come. Is this a revolution

about to explode? Our next guest believes that it is. Her name is Nicole Garnett. She's with the

Manhattan Institute. And she's also edited a book called The Case for Parental Choice, a collection

of essays by John E. Coons, which DeCole and her husband helped edit.
