Preparing for war is not the job of the MOD or of the armed forces.

I'm back with Chris Donnelly, the Russia expert who we met at the start of the previous episode.

He was born in 1946, a year after Allied forces defeated the Nazis in the Second World War.

But the scars from that conflict ran deep.

Everyone of my generation grew up in a world very heavily in the shadow of war for national survival,

which had just finished and only just by the skin of our teeth been won.

When I was a child, food was rationed, even though as I was growing up right until the mid-50s, petrol was

rationed. The world was so badly damaged. There had been so much destruction that everything was

expensive, everything was hard to get, everything was grey.

As we sit in his living room, Chris explains to me how that kind of reality creates an inbuilt sense of resilience

That's the first place to start,

and that's the most important place,

because it goes into your heart.

The second thing which goes into the brain is the logic of all the structures

with which we emerged from the Second World War and converted to cope with the Cold War.

That of course included prioritising the funding and equipping of large armed forces

ready to fight the then-Soviet Union at any moment.

But it also involved maintaining a civilian population

that was prepared for the worst, even nuclear war.
