time we explored this theme is when we debated what would really improve the NHS in terms of reforms,

not the kind of superficial glib term reform, and everyone goes, oh, yeah, how fantastic.

People are contemplating reform.

We actually explored what really would reform the NHS, and therefore we had to explore where power lay within that complex organisation.
