Alejandro Mayorkas announced: “The Secretary of Homeland Security has determined pursuant to law, that it is necessary to waive certain laws, regulations, and other legal requirements in order to ensure the expeditious construction of barriers and roads in the vicinity of the international land border in Starr County, Texas.” Despite his administration’s determination that a border wall is necessary to help stifle unlawful migration, President Joe Biden told members of the press that he does not believe that border walls are effective.
- During her press briefing, White House Press Secretary Karine Jean-Pierre was asked: “If the border wall is ineffective, why is the Department of Homeland Security Secretary saying that it's 'necessary' to prevent unlawful entries into the United States?"
