| 0:45.7 | school choice programs you had your town tuitioning in Vermont and Maine but there |
| 0:50.8 | weren't any charter schools and there weren't any voucher programs. |
| 0:55.0 | Later we get tax credit programs in education savings accounts, but the basic idea of |
| 0:59.0 | somehow publicly connected funding letting you go to a private school. |
| 1:03.2 | But in 1990, we basically have the beginning of both of these things, |
| 1:06.8 | the first charter schooling and the first voucher programs. |
| 1:10.2 | And what they represented was people largely based on kind of academic outcomes measures. |
| 1:18.4 | Were kids learning to read, were they learning to do math, and often did they just |
| 1:23.0 | just feel safe in their schools. |
| 1:25.0 | This drove a school choice movement |
| 1:29.0 | that we see really begin in 1990 |
