Summary

The Prime Minister has written to the Commons Speaker to propose new lobbying rules for MPs. While some may welcome the measure, like former PM Theresa May, who gave a blistering critique of the way the Owen Paterson affair was handled, others in his party might not be so happy.

‘The challenge for him is that it is going to worsen relations with a bit of the Parliamentary party that he already finds it difficult to deal with.’ – James Forsyth

Max Jeffery sits down with James Forsyth and Katy Balls to discuss these possible changes and what they could mean for parliament. As well as looking at the issues of racism in cricket and the suspension of the Nord Stream 2 pipeline.

Hello and welcome to Coffee House Shots, the Spectator's Daily Politics Podcast. I'm Max Jeffrey

0:26.2

and I'm joined by Katie Bulls and James Forsyth. Boris Johnson has written to the Common Speaker

0:32.1

to propose some new rules for MPs around lobbying. Katie, can you give us the details?

0:39.7

Yes, so today we've seen in the chamber a debate which I think the government would rather have avoided, but after Christopher Chope

0:45.3

objected when the House on Monday was trying to undo that botched attempt by the government

0:51.3

to rewrite the standards rules, You saw MPs discuss the changes

0:54.6

today. Now Boris Johnson has tweeted saying he's written to the common speaker to propose that

1:00.1

the code of conduct for MPs is updated and under his proposal, MPs who are prioritising outside

1:06.2

interests over their constituents are investigated and appropriately it punished. I think that's nothing new really you would expect that to happen,

1:13.8

even if recently it was perhaps overlooked or interpreted in a different way.

1:17.8

But I think the key bit here is number three,

1:20.0

which is MPs are banned from acting as paid political consultants or lobbyists

1:25.3

because that is a change and that is a change that is going to

1:28.8

land badly for parts of the Tory party.

1:32.1

James, about a quarter of Tory MPs had outside earnings.

1:35.4

Is this third point, the banning of lobbying or consulting, going to hit them?

1:40.1

So lobbying ministers was already against the rules.

1:42.5

That's what Owen Patson has found to have

1:44.5

done. And it is worth reflecting. But if the government had simply, you know, accepted that report,

1:49.6

hadn't tried to whip against it, I don't think that Boris Johnson would be in a position
