Unbeknownst to other people.

There are so many ways that the county and the city does this as well.

We'll engage a contract.

So if you get elected a county commissioner or the mayor of the city of Houston.

A couple hundred thousand hours a year.

If you kick one contract.

To someone you know, a three million dollar contract is not a big deal at the county or the city.

It's hardly even noticed.

If that person kicks half of that back to you or two thirds, you send it to them.

Do you see what kind of numbers we're talking about?

Well, once you do it the first time and get away with it.

It's exactly what was happening with the COVID outreach.

Story. Do you remember that?

That story blew up.

That wasn't the biggest scandal in local government.

That's the story that put Lena Hidalgo's top three people under indictment.
