| 2:25.3 | they can't enforce the laws. If there's rogue agents or pirates or mercenaries or warlords or |
| 2:30.2 | anyone else who can override the state, then you're out of luck. You're not going to have a great country, government, et cetera. |
| 2:37.2 | However, a strong mobilized society is needed to control and shackle the strong state. |
