win for President Trump, a federal appeals court this afternoon reversing a district court's

order and allowing President Trump to cut billions of dollars in foreign aid payments that Congress

already approved. A three-judge panel on the D.C. Circuit Court of Appeals in a 2-1 ruling

overruled a lower court's order that originally blocked President Trump from cutting billions

of dollars to USAID. The three judges include majority Karen Henderson, who was a George H.W. Bush

appointee, Gregory Katz, who was a George H.W. Bush appointee,
