But you've been writing about a pretty interesting situation in East Africa, where the

reverse seems to be happening with Ethiopia and Rwanda.

Could you just explain what's happening there and why it's different to the way things have

been done for the last, however many decades?

Yeah, as you say, what's so interesting about this is that you don't often get examples

of the right way to do it coming out of Africa.

It's a continent of, you know, 1.2 billion people.
